Position Summary

Odyssey Systems has an exciting new opportunity for a DoD Financial Analyst supporting the Space Domain Awareness (SDA) Division of the US Space Force, Space and Missile Systems Center's Special Programs Directorate (USSF SMC/SPG). The SDA division executes system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems. Activities include acquisition program management, system and subsystem engineering, maintenance and supply support, and fielding.


Job Responsibilities:

The DoD Financial Analyst supports planning, programming, budgeting, bookkeeping, accounting, document maintenance, cost reporting, and schedule variance analysis tasks required to support company or client projects or programs using commercially-available, tailored, or client-proprietary automated and non-automated tools and techniques to support the organization's financial needs. Work requires the technical capability to independently plan, organize, complete, and present assessments of cost, budget and schedule implications, and prepare, analyze, interpret, and reconcile budgetary or financial data. This position provides subject matter expertise and performs a wide variety of advisory non-Government-only tasks supporting the Joint Task Force - Space Defense (JTF-SD) team at Schriever AFB.

Duties include, but are not limited to:

Provide funding, forecasting, budget information, execution status, and funds reconciliation, following the Planning, Programming, and Budgeting Execution (PPBE) process, using the provided Financial Management (FM) tools and systems
Assist the team with the appropriate financial support to enable the programs to meet requirements
Maintain cognizance of the status of approved, deferred, and released funds and provide appropriate tracking documentation for various program funds, and provide financial information for the preparation and execution of financial documents
Provide Government with oversight/reporting information that identifies current and future funding requirements
Maintain an accurate audit trail to separately track, record, and report the status of each funding document to ensure proper use of all funds (active, expired, and canceled). Reports may consist of, but are not limited to, selected acquisition reports, program reviews, financial management reviews, tri-annual reporting, etc.
Provide Government with research and analysis to support responding to inter-agency and higher headquarters requests for information, such as process development and updates, planning papers, processes, etc.
Manage and guide JTF-SD team to develop budget submissions (e.g., Procurement Documents (P-Docs), Research Test Development and Evaluation (RDT&E) documents (R-Docs), Program Office Memorandum (POM) inputs)
Maintain up-to-date knowledge of FM regulations and Appropriations law
Maintain knowledge of and proficiency in Government financial activity systems such as, but not limited to, Automated Business Service System (ABSS), Comprehensive Cost and Requirement System (CCAR), CRIS, Defense Enterprise Accounting, and Management System (DEAMS), Looking Glass, Investment Budget Documentation and Execution System (IDECS), and Mechanization of Contract Administrative Services (MOCAS)
Provide assistance to JTF-SD members for numerous requests/issues/requirements not listed above
Other duties as required/requested by the Government and within the scope of the S3 contract


Minimum Qualifications:

Bachelor's degree in Business, Management, Economics, Finance, Accounting or related field AND 8 years of experience performing financial management activities as a Government (military or civil service) employee
Experience in Air Force / DoD Financial Management, Control Processes and Financial Management Regulations (FMR)
Current TS/SCI clearance
Able to travel as required (up to 5%)

Preferred Qualifications:

Master's degree in Business, Management, Economics, Finance, Accounting or related field AND 8 years of experience performing financial management activities as a Government (military or civil service) employee
Direct experience with Air Force Space Command or US Space Force Systems
DoD Financial Management Level 3 Certification
