Job Description:
Job DescriptionENSCO is seeking an innovative, creative, and
highly motivated individual to support the U.S. Space Force, Space
Systems Command's MILSATCOM Program through the MILSATCOM Systems
Engineering, Integration and Test (MSEIT) contract. This position,
located in Colorado Springs, CO, will support a diverse set of
strategic MILSATCOM systems and infrastructure in a
multidisciplinary and collaborative environment.Duties include:---
Provide expertise in system acquisition and transition planning,
scheduling, analysis, operational concepts, requirements
verification, site activation, evaluating technical documentation,
and integration for SATCOM programs in the acquisition lifecycle at
Shriever Space Force Base (SSFB)--- Act as SSFB SATCOM Portfolio
Transition to Operations liaison between operational units,
stakeholders, contractors, SSC Program Offices, and HQ SpOC---
Develop and/or review various life cycle documentation to include,
but not limited to: project reports, briefings, System Transition
Plans, Operational Acceptance (OA) and Initial Operational
Capability (IOC) Plans, Materiel Fielding Plans (MFP), Site
Activation Plans, Depot Maintenance Activation Plans (DMAP), Life
Cycle Sustainment Plans (LCSP), OA/IOC criteria, Integrated
Schedules, Agreements, Request for Proposal (RFP) documentation,
Development Contractor Contract Data Requirements List (CDRL)
documents, etc.--- Lead and manage system transition to operations
process and activities, define requirements, integrate site
activation activities with Delta 8 (SSFB), facilitate timely OA/IOC
criteria closure and collect artifacts, assess system
modifications/ upgrades/changes, manage workstation and equipment
installation, evaluate transition readiness against requirements
and schedules, monitor progress, identify/assess deficiencies and
potential risks, document transition lessons learned for process
improvement, and report status with recommendations to the Program
Office--- Participate in and/or facilitate transition planning
forums and working groups to include, but not limited to:
Transition Director forums, Site Activation Working Groups,
Facility Utilization Boards, Integration meetings, Training
Planning Team, technical design reviews, etc.--- Develop and
maintain Enterprise SATCOM Transition Integrated Master Schedule---
Lead site modification and activation planning and execution for
bed down and transition to operations--- Create and manage
electronic databases--- Travel: approximately 5%Qualifications
Required (Skills)--- Bachelor's Degree--- 7+ years related
experience in DoD systems acquisition life cycle management and/or
operations (5+ years, if hold a technical BS degree)--- Knowledge
of Operation of the Adaptive Acquisition Framework (DoDI 5000
series)--- Knowledge of Integrated Life Cycle Management (AFI
63-101/20-101)--- Knowledge of System transition to operations and
support--- Knowledge of 12 Integrated Product Support Elements---
Proficient in Writing acquisition technical documentation---
Proficient in Microsoft Office products (Word, Excel,
PowerPoint)--- Strong interpersonal skills, communication (oral and
written), and presentation skills--- Demonstrated ability to
clearly articulate ideas, recommendations and options to customers,
senior leaders, and stakeholders--- Program Office and HQ Space
Operations Command (previous HQ AFSPC) process knowledge---
Experience in system transition to operations and support
(Operational Acceptance, Initial Operational Capability, site
activation)--- Working autonomously with gov't customer, leading
teams and projects, establishing/executing milestone and critical
path schedules--- Experience developing/reviewing life cycle
management documentation (Transition Plans, Materiel Fielding
Plans, Site Activation Plans, etc.)--- Understanding of DoD and
joint service acquisition instructions and policy--- Active Secret
clearanceQualifications Desired--- 10+ years related experience in
DoD systems acquisition life cycle management and/or operations---
MILSATCOM space operations experience--- HQ Space Operations
Command (previous HQ AFSPC) staff experience--- Space system
acquisition life cycle management and system transition--- Active
