Responsibilities Serve as a software representative, advisor and
focal point for matters related to contract surveillance of
software requirements, computer program requirements, design,
coding, software testing and embedded real time software systems.
Apply substantial knowledge of information technology principles
and software development practices and methodologies, evaluates
adequacy of suppliers' software engineering program to achieve
design and development objectives. Provide award fee evaluation
inputs. When delegated, provide comments on test plans, test
procedures, qualification testing, engineering changes, deviations,
and waivers. Provide an independent analysis (verification and
validation) of software metrics such as execution time and memory
budgets for programs, routines, systems, etc., in context of the
total system requirements. Maintain competence in the software
development arena by reviewing technical periodicals, attending
applicable seminars, and participating in Government and
industry-wide computer software working groups and conferences.
Requirements Conditions of Employment Qualifications To qualify for
an IT Specialist (APPSW), your resume and supporting documentation
must support: A. Specialized Experience: One year of specialized
experience that equipped you with the particular competencies to
successfully perform the duties of the position and is directly in
or related to this position. Such experience is typically gained in
the IT field or through the performance of work where the primary
concern is IT. To qualify at the GS-12 level, applicants must
possess one year of specialized experience equivalent to the GS-11
level or equivalent under other pay systems in the Federal service,
military or private sector. Applicants must meet eligibility
requirements including minimum qualifications and any other
regulatory requirements by the cut-off/closing date of the
announcement. Creditable specialized experience include: Experience
with software acquisition. Experience analyzing and reporting
software performance data. Experience with peer review techniques
and tools. Experience with coding standards and software testing.
Experience with frameworks for managing software development.
Experience with software metrics, reviewing, testing and auditing.
For all positions individuals must have IT-related experience
demonstrating each of the four competencies listed below: Attention
to Detail - Is thorough when performing work and conscientious
about attending to detail. Customer Service - Works with clients
and customers (that is, any individuals who use or receive the
services or products that your work unit produces, including the
general public, individuals who work in the agency, other agencies,
or organizations outside the Government) to assess their needs,
provide information or assistance, resolve their problems, or
satisfy their expectations; knows about available products and
services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or
facts) to individuals or groups effectively, taking into account
the audience and nature of the information (for example, technical,
sensitive, controversial); makes clear and convincing oral
presentations; listens to others, attends to nonverbal cues, and
responds appropriately. Problem Solving - Identifies problems;
determines accuracy and relevance of information; uses sound
judgment to generate and evaluate alternatives, and to make
recommendations. Education Substitution of education may not be
used in lieu of specialized experience for this grade level.

Tour of Duty: 1st Shift FLSA: Exempt Bargaining Unit: Yes Selectee
may be required to serve a trial/probationary period. Financial
Disclosure Required Recruitment/Relocation/Retention Incentive may
be authorized at Management's discretion Acquisition, Technology &
Logistics (AT&L) NON-CAP: Position requires DoD Acquisition
Engineering Tech & Management, Foundational certification within
required timeframes. Selectee must also achieve 80 hours of

currently in an expanded telework posture. If selected, you will be
required to report to the official duty location and may be
expected to temporarily telework. Once employees are permitted to
return to the office, you will be expected to report to the duty
station listed on this announcement within a specific period of
time determined by your supervisory chain. At that time, you may be
eligible to request to continue to telework one or more days a pay
period depending upon the terms of the agency's telework
policy.
