Summary About the Position: This position is in the Defense
Civilian Intelligence Personnel System (DCIPS). Employees occupying
DCIPS positions are in the Excepted Service and must adhere to U.S.
Code, Title 10, as well as Department of Defense Instruction
1400.25. This position is located at the U.S. Army Forces Command,
4th ID Senior CDR AUGTDA, G-2, Fort Carson, CO 80913.
Responsibilities Serves as a Security Specialist in support of the
surge of deployment/redeployment of 4th Infantry Division (4th ID)
Soldiers. Manages Security of the Sensitive Compartmented
Information (SCI) program and operational Sensitive Compartmented
Information Facilities (SCIF), both fixed, tactical (T-SCIF),
Part-time Temporary SCIFs (PT-SCIF) and Temporary Secure Work Areas
(TWSA) Provides oversight and direction to Special Security
Officers (SSO) and Special Security Representatives (SSR) operating
SCIFs Serves as Sensitive Compartmented Information Facility (SCIF)
control officer. Provides SSO policy and procedures guidance, and
direct support of Federal Government Agencies and contractor
activities within the area of responsibility. Manages SCI program
funding and conducts training classes, staff assistance visits to
review and evaluate compliance with the security program
requirements. Investigates SCI security incidents; prepares
appropriate reports; implements recommendations. Requirements

In order to qualify, you must meet the experience and/or education
requirements described below. Experience refers to paid and unpaid
experience, including volunteer work done through National Service
programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religious; spiritual;
community; student; social). You will receive credit for all
qualifying experience, including volunteer experience. Your resume
must clearly describe your relevant experience; if qualifying based
on education, your transcripts will be required as part of your

document. To qualify based on your experience, your resume must
describe at least one year of experience which prepared you to do
the work in this job. Specialized experience: assisting in planning
and performing the Sensitive Compartmented Information (SCI)
security and assisting in operational of Sensitive Compartmented
Information facilities (SCIFs) in compliance with policy and
procedures. This definition of specialized experience is typical of
work performed at the next lower grade/level position in the
federal service (GG/GS-0080-09). Specialized experience is
progressively responsible intelligence-related security work
directly related to the position being filled. Creditable
experience may include previous military experience, experience
gained in the private sector or in another government agency as
long as it was at a level at least equivalent to the next lower
band in the series. You will be evaluated on the basis of your
level of competency in the following areas: Communications Security
Program Management Sensitive Compartmented Information (SCI)
Security Technical Credibility Education To substitute education
for the required experience for the GG-11 grade level, applicant
must have a closely related (CR) Ph.D. or equivalent doctoral
degree or three (3) full years of progressively higher level
graduate education leading to such a degree or LL.M., if related.

Additional Information Male applicants born after December 31,
1959, must complete a Pre-Employment Certification Statement for
Selective Service Registration. You will be required to provide
proof of U.S. Citizenship. Direct Deposit of Pay is required. This
position is considered essential to support Army's mobilization and
wartime mission during periods of increasing tension or
mobilization. It is considered emergency essential because (1) no
qualified and immediate replacement exists and (2) having it vacant
would (a) impair the effective operation of essential military
support systems or (b) adversely impact the combat mission of
deployed forces. Failure to remain in this position may result in
separation for the efficiency of the Federal Service (5 USC,
Ch.752). Incumbent may be required to take part in readiness
exercises and training (Basic first aid; Basic soldier field
survival skills; Laws of War/Geneva Conventions; Prisoner of War
coping skills; Standards of Conduct; Proper wear, use and care of
all issued clothing and equipment; Uniform Code of Military
Justice; Customs and courtesies of host country; Sidearm training,
when appropriate). Incumbent must meet requirements specified on
SF78, Certificate of Medical Examination, for position at
overseas/deployed location and receive immunizations appropriate to
the overseas location. Emergency Essential employees must be
exempted from military mobilization or recall obligations by being
placed in the Standby Reserve or other appropriate action.
Emergency Essential Civilians are required to sign a DoD Form 2365.

690-11.). Selection is subject to restrictions resulting from
Department of Defense referral system for displaced employees. If

(CP) 35 position. TERM: This announcement is for a term position.
Permanent employees who apply, are selected for, and ultimately
accept this position will be converted to a term appointment. Term
positions in DCIPS may be extended up to a maximum of six years;
however, may be extended an additional two years with Agency
approval. Salary includes applicable locality pay or Local Market
Supplement. Payment of Permanent Change of Station (PCS) costs is
not authorized, based on a determination that a PCS move is not in
the Government interest. Recruitment/Relocation/Retention
Incentive: Not authorized. Due to COVID-19, the agency is currently
in an expanded telework posture. If selected, you may be expected
to temporarily telework, even if your home is located outside the
local commuting area. Once employees are permitted to return to the
