information. The primary purpose of this position is to serve as
security subject matter expert (SME) for Special Technical
Operations I Special Access Program I. Responsibilities DUTY 1:
Develops and plans the STO/SAP/SAR/SCI security program development
by interpreting, analyzing and evaluating a wide range of DoD, IC,
AF and mission partners security concepts, principles and practices
at the collateral, Special Compartmented Information (SCI) and SAP
levels to resolve difficult and complex security problems and
formulate a long-term, comprehensive security management program.
DUTY 2: Administers the personnel security program for CJTF-SO by
initiating and reviewing requests for personnel security
investigations/processing. DUTY 3: Administers physical security
management responsibilities for the CJTF-SO. DUTY 4: Administers
the information security management responsibilities for CJTF-SO.
DUTY 5: Implements industrial security program responsibilities.
DUTY 6: Provides recommendations to the commander on risk
identification, avoidance, and mitigation for SAPs. DUTY 7:
Exercises supervisory personnel management responsibilities.
Requirements Conditions of Employment Qualifications In order to
qualify, you must meet the specialized experience requirements
described in the Office of Personnel Management (OPM) Qualification
Standards for General Schedule Positions, Administrative and
Management Positions, Security Administration Series 0080.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year
of specialized experience at the next lower grade GS-12, or
equivalent in other pay systems. Examples of specialized experience
includes Comprehensive knowledge in defining requirements for
developing, implementing, monitoring, and modifying as needed a
'cradle to grave' security program, tailored to the particular
security requirements associated with assigned SAP/SAR initiatives
required in the JTF-SD. Mastery knowledge of and a high degree of
skill in selecting/interpreting/applying regulations, policy and
processes governing planning and management of multi-function
security programs for NSDC whose operations are characterized by
the need for regular use and control of SAP/SAR classified
operations and materials. Expert knowledge of ICD and ICS Tech
Specs 705 - Physical Security Program. Expert knowledge of
interrelationships between SAP/SAR security program elements. NOTE:
Your resume must support your response. FEDERAL TIME-IN-GRADE (TIG)
REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion
applicants must meet applicable time-in-grade requirements to be
considered eligible. One year at the GS-12 level is required to
meet the time-in-grade requirements for the GS-13 level. TIG
applies if you are in a current GS position or held a GS position
within the previous 52 weeks. NOTE: Applicants applying as VEOA
candidates who are current GS civil service employees or are prior
GS civil service employees within the past 52 weeks must also meet
time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of
knowledge, skills, abilities and/or competencies in the following
areas: 1. Comprehensive knowledge of risk management,
STO/SAP/SAR/SCI information, industrial and personnel security
concepts, policies, processes and best practices to include
comprehensive knowledge of National and Agency security policies,
processes, instructions, and guidance which implement U.S. Public
Law, Presidential Policy Decisions, Office of Secretary of Defense
Policy Decisions, DoD and AF Directives to include safety and
security regulations, practices, and procedures coinciding with an
operational test, research and development organization. 2.
Extensive knowledge of major security specialization with
demonstrated mastery of DoD and IC security programs, comprehensive
knowledge of security policy requirements to function as technical
authority in assignments requiring the application of theories and
developments to security problems not susceptible to treatment by
accepted security methods, technology and procedures. Mastery of
STO/SAP/SAR/SCI knowledge to facilitate recommendations which
enable key decision-making and policy developing in complex
assignments such as planning for significantly new or far-reaching
security program that incorporate interagency concerns in existing
security systems and programs requiring innovative solutions. 3.
Knowledge of DoD, IC and AF operational concepts, security policies
and procedures to apply these instructions and regulations to a
Center undergoing organizational and technological change. Ability
to communicate effectively with senior leadership clearly,
succinctly, and with complete accuracy to include establishing and
maintaining collaborative working relationships with managers and
working-level team members, other security management and
intelligence community personnel, including interpersonal
effectiveness with executive management, peers, employees, visitors
and contractors. 4. Knowledge of the National Industrial Security
Program Operation Manual (NISPOM), NISPOM Supplement, Joint Army,
Air Force, Navy (JAFAN) Manual 6/3, 6/4, and 6/9, and DoD Overprint
to the NISPOM, and Intelligence Community Directives (ICDs) to
ensure compliance with all. Ability to accredit IC and SAP
facilities based on the requirements of ICD 705 and JAFAN 6/9. 5.
Ability to lead and conduct security investigations and
fact-finding interviews to elicit information; and to
analyze/evaluate others' investigative reports to resolve
conflicting information in maintaining JTF-SD security standards.
Ability to articulate, advocate and advance SAP/SAR capabilities of
the JTF-SD and DoD/IC information protection programs affecting
national and international space systems. 6. Skill in using Federal
government and DoD security information systems and tools to
obtain, input, cross-check and verify information pertinent to
security management functions. PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work.

volunteer work done through National Service Programs (i.e., Peace

knowledge and skills that can provide valuable training and
experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer
experience. Education IF USING EDUCATION TO QUALIFY: If position
