Job Description:
Overview Administers a variety of tasks in support of the
Benefits department to include, but not limited to: payroll
deductions; SCA and union health and welfare (H&W); total
compensation statement (TCS) administration; tracks retirement plan
remittances; administers tuition assistance and service award
programs; processes court orders related to benefit plans;
facilitates paid time off payouts and personal device allowances;
cross trains for back up for other department personnel; assists
with written communication or other tasks as needed.
Responsibilities This position description is subject to change at
any time as needed to meet the requirements of the program or
company. Administers the Service Contract Act (SCA) Health and
Welfare (H&W) for particular employee populations to include:
accurate collection of relevant hours, ensures the correct hourly
fringe rate, applicable offet(s) are calculated, records
maintained, and remaining fringe owed is provided in the
appropriate manner (via payroll or 401k). Retirement plan
"remittance": gather source data to document, track and update all
contributions made to the 401k plan each pay period in a timely and
accurate manner; and be able to provide to internal and external
auditors as needed. Assist the retirement plan administrator as
needed with payroll deduction research and communication materials
Process calculation, communication, and facilitation of annual paid
time off (PTO) payouts for applicable employee populations as
needed Tracks, reports on and responds to inquiries regarding
company allowance for personal phone usage (BYOD) Processes all
National Medical Support Notices (NMSN) or other legal agency
documents pertaining to inquiry of or required enrollment into
company benefit plans. Includes calculation of eligibility, record
keeping and written communication to several sources regarding
outcome. Facilitates the annual total compensation statements (TCS)
reporting to include gathering applicable reports, requesting
updates to reporting needs where needed, reviewing report data for
accuracy, and responding to inquiries regarding discrepancies
within prescribed timeframe Administers the tuition reimbursement
program for all employees to include: respond to inquiries
regarding eligibility and discount partnerships available; receive
approved forms for classes / reimbursement and review for accuracy;
track amounts paid per year based on eligible groups; process
reimbursement through payroll; provide reporting upon request.
Administers the Service Award program company-wide to include:
ensure accurate date reporting and collection, timely preparation,
notification to applicable parties, awareness of budget, ordering
of award materials, mailing of awards, facilitating payment of
invoice in accordance with company policy, and coordination with
program managers. Cross-training on other benefit department tasks
for back up needs to include pension remittance, department mailbox
monitoring / responses, adjustments for benefit deductions in
payroll. Assist when needed with review or creation of open
enrollment materials May field benefit questions pertaining to
benefit deductions Assist as needed and as requested for periodic
benefit communication campaigns / tasks to employees (e.g., proof
of dependency, auto-enrollments for medical, etc.) Short, scheduled
travel may be requested Performs other duties as assigned or
required Qualifications Education/Experience: High School
Diploma/GED Five years' of experience in payroll, human resources,
accounting, or related field Experience with benefits experience
preferred Experience with Service Contract Act (SCA), Davis Bacon
Act (DBA) preferred Experience with government contracting
preferred Skills: Ability to analyze information and convert
related activities into a comprehensive work plan. Ability to
communicate and make recommendations to upper management. Ability
to identify basic problems and procedural irregularities, collect
data, establish facts and draw valid conclusions. Ability to
multi-task and drive multiple projects. Ability to work
independently in a fast-paced environment with changing priorities.
Demonstrated ability to deal with confidential information.
Demonstrated problem solving, time management and priority setting
