Supporting the Most Exciting and Meaningful Missions in the WorldFacility Capital Improvements PlannerThe primary purpose of this position is to prepare facility/infrastructure sustainment, repair, maintenance, and new construction pre-design project documents. Plans, works, and prepares pre-design documents to include further developing initial identification and analysis of multiple alternatives to meet project objectives, the thorough definition of project scope, financial analysis necessary to develop parametric cost estimates, the performance of life cycle cost analysis (Air Force specific cost estimating courses will be provided) and appropriate site investigations to meet Air Force Civil Engineer Center and local submission timelines. Analyzes local and Air Force business rules and instructions to determine appropriate procedures to use to develop pre-design documents. Apportions work to other co-workers such as project managers; community, environmental, and cultural resources planners; real property specialists; and customers and integrates into pre-design documentation. Provides, manages, and controls the flow and distribution of pre-design documents/materials ensuring critical collaboration/integration into final project documents. Prepares facility/infrastructure funding documents including DD Form 1391. Determines appropriate procedures to use, then organizes and facilitates in-house facility and infrastructure planning charrettes that are initial project scoping meetings of multidiscipline engineers to determine project alternative feasibility and integrates participant input into a report documenting findings to include a narrative, preliminary single line site drawings, and floor plans, and parametric cost estimates that address rough order of magnitude determination of types of work to accomplish. Supports Comparative Financial Analysis preparation: cost and value comparison to determine the most appropriate solution to meet customer requirements. Manages shared online project planning tool: inputs/tracks project data on a web-based project management software system. Implement metrics and analyzes systems to ensure actions are timely and reviewed at critical points. Reviews projects in design to ensure proper work classification (e.g. new construction vs repair/renovation) is used. Assists in project prioritization/5-year budget development for future planning, study, design, or construction funding. Performs other related duties as assigned.Qualifications: One to three years' experience supporting engineering construction cost estimating or construction management. Experience using commercially available estimating tools to develop the required estimates and ensure all major aspects of the project are covered. Familiarity with PACES parametric cost estimating software desired. Associates degree or higher desired. Working knowledge of office automation software (MS Windows, MS Office, including PowerPoint, Word, and Excel) required. Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check. Must have and maintain a valid state driver's license. Must be able to successfully complete a drug/alcohol test and a criminal record check.
