Job Description BAE Systems is seeking an exceptional Quality and Risk Manager for an exciting opportunity to support the United States Space Force's (USSF) Satellite Control Network (SCN) as the Lead Sustainment Manager for the Data Transport Product Support Sustainment Logistics Maintenance (DSLM) contract located in Colorado Springs, CO. The objective of the DSLM contract is to sustain and modernize the Data Transmit (Tx) and Receive (Rx) Network (DTRN) as part of the Battle Management Command, Control and Communications (BMC3) organization within Space Systems Command (SSC). The DSLM effort provides sustaining, maintaining, and logistics support for the operational capability to transfer data for the purpose of providing highly reliable and secure telemetry, tracking, command, control, and communications (TT&C3) for more than 195 Department of Defense (DoD), National Reconnaissance Office (NRO), civil, and allied satellites, as well as the future sustainment, maintenance, and logistics of other DTRN programs at the appropriate phase.DSLM primarily supports the SCN. The SCN is a global network of Radio Frequency (RF) antennas, complex signal processing and routing communications equipment and computer systems that support a growing inventory of increasingly complex space vehicles which support operational forces in peace and wartime. It is designed to have the flexibility to support a wide spectrum of orbiting satellites. Many satellites with various altitudes and orbit inclinations are supported on a 24-hours per day, 7-days a week schedule.In the execution of this task order, the Quality and Risk Manager needs to demonstrate sound teamwork practices with the Government as well as with other Contractors as required. The Quality and Risk Manager will support all DSLM divisions and personnel. The Quality and Risk Manager will implement and maintain a risk management program IAW Department of the Air Force Pamphlet (DAFPAM) 63-128 Chapter 12, AFI 63-101/20-101 and AFI 90-802 to systematically plan for, identify, assess, handle, monitor and report network operations and sustainment cost, schedule, performance, safety, security, Information Assurance (IA) and environmental risks. The Manager is also expected to present findings of on-going risk assessments determined to be at the moderate or high level through briefings and/or reports at project Technical Interchange Meetings (TIM) and quarterly Program Management Reviews (PMR). In addition, develop a Risk Management Plan within 90 calendar days of performance start date and address risk management at all levels.The Quality and Risk Manager shall document and implement a quality program which encompasses all aspects of the contract and follows Aerospace Standard 9100D Quality Management Systems. A Quality Program Plan and Quality Control Plan will be written; Quality Status Reports provided Quarterly; and discrepancies and Corrective Action Plans (CAP) developed for all discrepancies.The Quality and Risk Manager will collaborate and understand various projects/efforts, issues, and work and support program quality and risk management responsibilities. A person with 6 - 10 years of experience is needed to provide the proper security talent to execute the mission and ensure requirements are being met.The Quality and Risk Manager will be responsible for all Risk and Quality Activities (PWS 3.1.1.5 and 4.0):

  • Implement and Maintain a Risk Management Program (PWS 3.1.1.5)
  • Quality Assurance (PWS 4.0)
    • Implement a Quality Program (PWS 4.1)
        • Government Inspection (PWS 4.1.1)
        • Non-Conformance (PWS 4.1.2)
          • Discrepancies (PWS 4.1.2.1)

            • Education and Experience Level: Minimum: HS 12+, AA 10+, BS 8+, MS 6+, PhD 4+ experience with DoD Risk Management and reporting requirements; Aerospace Standard 9100D Quality Management Systems; Writing/Documenting/Managing a QPP/QCP and CAPs.
            • Knowledge - Develops advanced concepts, techniques and standards. Develops new applications based on professional principles and theories. Viewed as expert in the field within the corporation.
            • Contacts - Contacts are frequent with individuals representing other departments, and/or representing outside organizations. Contacts involve obtaining or providing information or data on matters of moderate importance to the function of the department or which may be of sensitive nature.
            • Problem Solving - Develops solutions to problems of unusual complexity which require a high degree of ingenuity, creativity and innovativeness. Challenges are frequently unique and solutions may serve as precedent for future decisions.
            • Discretion and Latitude - Works under consultative direction toward long-range goals and objectives. Assignments are often self-initiated. Virtually self-supervisory.
            • Impact - Decisions affect the financial, technical, employee or public relations posture of the organization. Erroneous decisions or recommendations would normally result in failure to achieve goals critical to the major objectives of the organization.
            • Liaison - Serves as consultant and external spokesperson for the organization on significant matters relating to policies, programs, capabilities and long-range goals and objectives. Or serves as an advisor to senior external personnel on significant technical matters often requiring coordination between organizations.Preferred Education, Experience, & Skills

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
