SAIC's Horizon program is seeking Chief Program Management Analyst
with varying levels of experience and backgrounds to support the
U.S. Space Forces mission of delivering warfighter capability via
the Space Systems Command's Space Domain Awareness and Combat Power
weapon system portfolio located in Colorado Springs, Colorado.
The Horizon program is supporting Government weapon systems program
offices with subject matter experts that have a background with the
Department of Defense major capability acquisition process. Horizon
team members provide systems acquisitions and program management
support on various capability development programs that are
intended to protect and defend the Nation's most valuable space
assets. Our team is at the forefront of the advising and assisting
the Government throughout the full lifecycle of systems acquisition
processes that enable in most instances, rapid fielding to meet
warfighter needs.
Typical responsibilities You'll be working on:
You'll provide advice to Program/Project Managers regarding
acquisition strategies, schedules, contracting, budgeting, and
execution
You'll prepare periodic status reports, coordinate, and execute
periodic staff meetings and technical interchange meetings, and
develop acquisition plans, schedules, and executive program
briefings
You will develop, draft, and coordinate overarching program
planning and execution documents asAc prescribed by/tailored from
DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and
local unit policies that pertain to rapid prototyping
You will provide technical and programmatic assessments of
contractor design/milestone reviews to assess progress, risks and
issues, and the ability to achieve mission requirements
And you'll provide program element coordination, staffing and
monitoring; advise and assist government customer regarding funding
commitments, obligations, and expenditures as well as drafting and
supporting delivery of program funding documentation and monthly
financial reports
Qualifications
To be successful with this position, You must have the following
skills/experience and education:
Bachelor's degree in business management or equivalent
business-related discipline and eighteen (18) or more years in
government weapon systems acquisitions and program management and,
or Contracts management within the Department of Defense. Sixteen
(16) years if you have a Master's Degree, or thirteen (13) years'
of experience if you have a PhD.
Must have an in-scope background investigation (SSBI/T5) and the
ability to obtain Sensitive Compartment Information and Special
Access Program accesses as well as be willing to consent to a
counter-intelligence polygraph examination
Your Experience should include the following:
Department of Defense Major Capability Acquisition System
process
Joint Capabilities Integration and Development System process
Planning, Programing, Budget and Execution process
Though not required, we'd be thrilled if you have these skills:
Master's degree in business management, technical management,
and/or engineering
Professional certifications (e.g., PMI PMP)
Experience in the National Security Space and, or the Space Control
mission area

Target salary range: $175,001 - $200,000. The estimate displayed
represents the typical salary range for this position based on
experience and other factors.
