Job Description:
Description LinQuest is seeking a DoD Financial Management
Subject Matter Expert (SME) to support US Space Force Field
Commands located in Colorado Springs, CO. This position provides
strategic portfolio management and mission resource anal
Responsibilities: Analyze proposed programs/capabilities and
develop recommended Program Objective Memorandum (POM) inputs.
Document government program advocacy positions and POM strategies.
Analyze, develop and recommend responses to programming queries
(i.e., reviews, program reclamas, Resource Management Decisions,
Congressional Marks, and Program Decision Memorandums). Develop
year of execution annual operations budget estimates for Execution
Plans, Spend Plans, and Unfunded Requirement (UFR) submissions.
Develop financial products supporting the President's Budget (PB),
continuous Budget Reviews, UFR generation, continuing resolution,
initial distribution, end-of-year closeout, Congressional Staffer
briefs, and other ad-hoc and scheduled financial drills. Provide
financial recommendations to Customers for programs throughout
their life cycle by analyzing budget and execution models based on
actual performance, previous budget figures, estimated costs,
future requirements, and other relevant factors. Provide
recommendations to improve financial management and accounting
practices and enhance internal controls over financial processes
and systems. Support implementation, execution and monitoring of
Financial Improvement Audit Readiness (FIAR) protocols. Collect,
consolidate, analyze, and evaluate directorate fiscal positions
driven by financial processes. Develop and provide recommendations
to maximize finite resources, to include advocating strategies for
critical missions to compete in corporate governance processes.
Recommend changes to ensure sound financial management best
practices, escalate and resolve issues, ensure timely
identification of stakeholders and associated responsibilities,
perform cross-functional coordination, and advocate for
process/tool automation. Required Skills: Working knowledge of
utilizing fiscal resource and processes management tools (i.e.,
Resource Allocation Programming Information Decision system,
Commander's Resource Integration System, Defense Transaction
Interface Module Systems, Obligation Adjustment Reporting system,
Air Force Budget Execution & Analysis Tool, Financial Management
Suite, Program and Budget Execution System, Defense Enterprise
Accounting Management System). Demonstrated ability to prepare
quality products including briefings and staff packages for senior
leaders Excellent verbal and written communication skills Ability
to multi-task either dependently or independently as required and
turn staff products rapidly in a dynamic environment Proficiency
with MS Office Suite Ability to work with both internal and
external senior leaders, offices, directorates, and action officers
Strong interpersonal skills to work with a wide-range of customers
across different organizations and time-zones Preferred Skills:
Planning, Programming, Budget and Execution (PPBE) experience at
the MAJCOM level or higher Required Skills: An active TS/SCI
clearance is required; however, applicants with an active Secret
clearance will be considered. 3-10 years of DoD-related financial
management experience BA/BS degree (5+ years of relevant experience
may substitute) Experience with providing strategic advice,
technical guidance, analysis and recommendations at the GS-15 or
equivalent level Preferred Experience: MA/MS Degree Compensation:
Starting salary ranges from $90,000 to $110,000 depending on
