We utilize the most advanced and effective program management systems and tools available which has proven to reduce the effort required to maintain our excellent performance.The Facilities Services department at UCCS is seeking applicants for Stormwater Program Manager. The Stormwater Program Manager performs specialized technical work by developing and coordinating the University of Colorado Colorado Springs efforts to improve the quality of water resources with a primary focus on compliance with the requirements of the university's Non-Standard Municipal Separate Storm Sewer System (MS4) permit, as it relates to stormwater, best management practices, education, and outreach. This position is at the level of a Program Manager, and is responsible for managing, directing, and integrating the activities and programs of assigned functions, working with Facilities Services staff, Planning, Design & Construction staff, and outside vendors & contractors. The Stormwater Program Manager is responsible for the overall management including inspecting temporary and permanent control measures; developing, implementing, and maintaining environmental stormwater compliance programs; developing, implementing, and enforcing the program to reduce the discharge of pollutants associated with construction activity into the MS4; administering professional stormwater related service contracts and agreements; and conducting outreach and stormwater pollution prevention education programs. The position requires independent judgment and initiative in developing methods and solutions. Effectively manage and measure performance utilizing ComplianceWise software, WebTMA computerized maintenance management system, and other software platforms.Who We Are:The University of Colorado Colorado Springs (UCCS) is one of four campuses in the University of Colorado system and is home to over 9,000 undergraduate and 1,800 graduate students.   • Plans, coordinates, supervises, and advocates for compliance with the university's MS4 permit.
  • Updates and maintains a Stormwater Management Plan in compliance with the MS4 permit.
  • Researches and recommends policies and codes for MS4 permit compliance and sustainable watershed management.
  • Prepares and revises design and construction standards for stormwater best management practices.
  • Interpret and apply provisions of stormwater management regulations and other applicable federal, state, and local codes, laws, policies, and procedures.
  • Develop and implement a long-term reporting and monitoring program as they relate to university's MS4 programs. Maintain accurate, clear, and concise records for the MS4 program.
  • Conducts inspections/investigations of stormwater ordinances, MS4 permit violations, illicit discharges, illegal dumping, and related violations and/or enforcement procedures.
  • Works with Planning, Design & Construction to ensure stormwater management plans and erosion and sediment control plans are in place and followed per the MS4 program for construction projects.
  • Reviews construction drawings and site plans and inspects job sites for compliance with erosion control and runoff regulations and codes.
  • Coordinate with Planning, Design & Construction staff, and contractors to ensure conformance with standards and regulations as it relates to stormwater management plans for temporary and permanent best management practices.
  • Enforce illicit discharge regulations and issue stop work notifications.
  • Coordinate and track necessary reporting material and data of required documents for the university's annual stormwater quality report for submittal to the Colorado Department of Health and Environment, such as drainage complaints, outfall inspections, post-construction inspections and facility operation and maintenance inspections.
  • Conduct training and review the work of staff involved in stormwater program and activities.
  • Conduct analysis and prepare or assist in the preparation of correspondence and required reports, manuals, procedures, documents, etc. in accordance with federal and state regulations.
  • Provide oral and/or written recommendations for program improvements.
  • Coordinate approved MS4 program elements.
  • Coordinate assigned work with Facilities Services departments, contractors, governmental agencies, and other public or private organizations.
  • Stay abreast of federal, state, and local laws and regulations pertaining to water quality.Candidates must understand and comply with the following:

      • Ability to understand and follow oral and written instructions and to perform accurate measurements.
      • Ability to communicate clearly and concisely, orally and in writing.

      • Knowledge and understanding of engineering plans for streets, storm sewers, stormwater detention, bioswales, etc.
      • Knowledge of the instruments, equipment, material, and techniques used in the appropriate specialty.
      • Ability to maintain accurate records of work performed and materials used.

              • An associate degree (or equivalent credit hours) from an accredited college or university in civil engineering technology, civil engineering, biological science, or closely related field or a bachelor's degree from an accredited college or university in civil engineering technology, civil engineering, biological science, or closely related field.
              • National Pollutant Discharge Elimination System (NPDES) compliance, monitoring and reporting or related environmental analysis.
              • Five or more years of full-time experience in the water pollution control field and related to area of assignment.
              • Uniform Stormwater Management System (USMS) - Advanced Certification
              • Nationally recognized certification, e.g., CISEC, CPESC, or similar.Physical Requirements:
