selected candidate will become part of Northrop Grumman's Ground
Based Midcourse Defense (GMD) Development and Sustainment Contract
(DSC) in support of the Missile Defense Agency. The GMD Program is
a critical part of the nations layered Ballistic Missile Defense
System providing the US with the capability to engage and intercept
long range ballistic missile threats during midcourse flight. GMD
is comprised of the Ground Based Interceptor (GBI) and Ground
Systems (GS) components located at geographically separated
locations with two 24/7 Operations centers that are located at Ft.
Greely Alaska (FGA) and the MDA Integration and Operations Center
(MDIOC), Schriever AFB, Colorado. The GS component provides the
capability to process data received from radars and overhead
sensors, communicate across a complex network of redundant nodes,
interact with the warfighter, compute intercept solutions, command
and direct the GBI to intercept.Northrop Grumman Space Sector is
seeking a Systems Engineer Mgr 1 -Asset Mgr. to join our GMD team
in Colorado Springs, CO,Position Description:
- Asset Manager part of the GMD One-Team, Asset Management Plans
& Integration office (Led by Boeing Lead located at TCII)
- Participate in the Asset Management process IAW USSTRATCOM
Instruction 538-1 Volumes I and II, and MDA Directive 3000.02,
Ballistic Missile Defense System Asset Management Scheduling,
Planning, and Execution
- Coordinate, de-conflict and provide assistance in scheduling
all activities impacting the GMD Weapon System
- Ensure work is scheduled, coordinated and approved prior to
starting work IAW GMD Asset management Instruction 3000.02-GM
- Provide reporting, analysis, and assistance on issues or assets
associated with operations, test events, scheduled system and site
transition, development activities, and PBL activities
- Report to the Government IAW the GMD Operations Reporting
Directive of any changes to the readiness of the assets on the GMD
Asset List
- Support the execution of GMD operational activities, including
the BMDS Annual Plan (BAP), 8-week rolling BMDS Operations Schedule
(BOS), Weekly Activity Message (WAM), Schedule Change Requests
(SCR), Schedule Change Notices (SCN), synchronization, integration,
and de-confliction of assets for maintenance, events, unscheduled
critical or emergency situations, or real world contingencies (to
include local Host Installation readiness exercises)
- Participate in meetings and conferences convened to discuss
asset management documents, schedules, practices, and procedures as
required by GMD Government representatives.
- Provide all necessary support to meet Readiness Condition
(REDCON), readiness, and operational availability requirements
within the parameters of the asset management process
- Support GCN Planning and Configuration Control on the STO
environments
- Support document review process; reviews GCN systems
engineering documentation, including the System Execution Manual
(SEM) and the Port Isolation Execution (PIE) document, to ensure
accuracy and feasibility of the documented network design
- Provide support to Plans & Integration Team and Operation and
Sustainment (O&S) sites on upcoming activities including Ground
Systems upgrades, O&S activities, and being the conduit for
information on products, tests, anomalies, and preparing for any
systems information
- Provide functional management support for a GMD O&S
team.Job Qualifications:Basic Qualifications:
- Bachelor's degree with 9 years of related experience; 7 years
with Masters; 4 years with PhD
- Experience following written processes and procedures
- Excellent communications skills
- Ability to work well with the military customer and other
subcontractors
- DOD Top Secret Security clearance
- Experience working with individual contributors, managers, and
team members in dispersed locations
- Experience in direct customer support with excellent
communication skills.
- 5 years of experience in process engineering, process modeling,
quality assurance, the application of decision support tools and
methods, metrics development and analysis, and program/project
Management
- Microsoft Office (Word, Excel, PowerPoint and Project)
skillsPreferred Qualifications:Candidates with these qualifications
will be given preferential consideration
- 2 or more years' experience managing small teams
- DOD Top Secret Security clearance
- Earned Value Management System (EVMS) CAM certified or
experience
- Experience with GMD or BMDS programs
- Experience managing diverse teams and personnel Salary Range:
$108,700 USD - $163,100 USD Employees may be eligible for a
discretionary bonus in addition to base pay. Annual bonuses are
designed to reward individual contributions as well as allow
employees to share in company results. Employees in Vice President
or Director positions may be eligible for Long Term Incentives. In
addition, Northrop Grumman provides a variety of benefits including
