Northrop Grumman Space Systems seeks to fill the position of
Perimeter Acquisition Radar Attack Characterization System (PARCS)
Weapon System lead on the Sustainment and Modification of Radar
Sensors (SMORS) contract. Work will be performed in Colorado
Springs, CO. Candidates must have the following skills: team
leadership, Agile development, full life cycle engineering project
processes (requirements development, allocation, system
development, and verification), cybersecurity, global supply chain,
risk management, mission assurance, planning, coordination,
scheduling, interface definition and testing (delivery, selloff,
and operations experience). Successful candidates will also have
the ability to lead SMORS organic growth related to the PARCS
system by orchestrating the Engineering Change Process through
coordination of candidate projects with the Government customer and
guide team development of technical solutions, cost estimates, and
proposals.
The selected candidate will work in a dynamic and changing
environment supporting multiple tasks. Candidates must work well in
a team environment that requires extensive interface with executive
management, customer, supplier level management, various
geographically dispersed performance locations, other project
leads, and other functional organizations supporting SMORS. Must
also possess the ability to plan ahead, develop program schedules,
and be adaptive to address schedule issues and difficult
situations. Excellent communication skills and be able to
skillfully present and convey complex technical and project
information in a clear and logical manner. In addition to
supporting major program reviews, candidate must be able to
organize and participate in informal discussions with technical and
management stakeholders to effectively discuss project status,
issues, opportunities, and plan adjustments.
The selected candidate will be responsible for the planning and
execution of all PARCS-related projects, to include defining and
adjusting the PARCS team organization as needed to be successful in
executing those projects. The PARCS Weapon System lead will
interface extensively with the Engineering and Global Supply Chain
organizations to coordinate staffing adjustments and support career
development of PARCS NG team members.
Candidate must be overall system/big picture thinkers with a desire
to drive continuous process and system improvements. Top candidate
will possess breadth and experience in multiple mission areas,
program phases, and team management. This requisition is for a
Manager, Systems Engineering 3 (S03) with final grade determination
based on experience level.
Basic Qualifications:
--- U.S. Citizenship with active or current DoD Secret
clearance
--- Bachelor's degree with 10 years combined experience in team
organization, overseeing multiple technical/engineering projects,
and project management, to include budget/cost account
management
--- Experience leading cross-functional engineering teams and
demonstrated ability to lead organic growth through the engineering
change process
--- Familiarity or experience with Agile software development
methodologies, i.e. Scrum, Kanban, SAFe
--- Experience in using a requirements management tool, such as
DOORS
--- Familiarity with MS Office suite of tools (i.e. Word, Excel,
PowerPoint, Project)
--- Ability to travel for site activities and customer meetings, as
needed
Preferred Qualifications:
--- Understanding of technical, cost, schedule impacts on a program
and ability to lead process improvements including root cause
analysis, process development, and program training
--- Understanding of program organic growth and profitability
improvement strategies and experience in proposal development
--- Demonstrated leadership ability to include organizational
effectiveness and delegating responsibility effectively and holding
teams accountable for results
--- Knowledge of the SMORS program, Missile Warning/Space
Situational Awareness domain, Missile Defense, and Space Systems
Command (SSC) customer
--- Knowledge of phased array radar technology
--- Knowledge of Virtual Machine computer systems architecture
--- Excellent interpersonal skills and a collaborative management
style
--- Demonstrated ability to operate in a fast pace, diverse
environment
--- Capabilities to give and take direction, applying a
collaborative work style focused on completing the task at hand
--- Project Management Institute project management
certification
--- Experience managing the sustainment of a complex system of
systems requiring Software and Hardware engineering, system
integration activities, and change management to include technical
order development/maintenance
--- Familiarity with system High-altitude Electro Magnetic Pulse
(HEMP) hardening requirements and procedures
--- Experience in transitioning organizations to Agile and
executing Agile projects
--- Experience managing diverse, geographically separated teams
consisting of employees and subcontract teammates
Salary Range: $155,400 USD - $233,200 USD
Employees may be eligible for a discretionary bonus in addition to
base pay. Annual bonuses are designed to reward individual
contributions as well as allow employees to share in company
results. Employees in Vice President or Director positions may be
eligible for Long Term Incentives. In addition, Northrop Grumman
