USSPACECOM, serves as the primary staff officer responsible for the
formulation & implementation of Joint policies, concepts, and
procedures to ensure effective use of space systems that provide
the means by which the President and the SECDEF exercise command &
control over the nation's strategic space forces & provides C4 for
CDRUSSPACECOM to execute the Command's global missions. Click on

additional information.Responsibilities The Director is responsible
for providing management, technical and analytical expertise and
the advancement of USSPACECOM's implementation of national security
policy and guidance, military strategy, guidance, and joint
doctrine. Manages the development of a future concepts formulation
for strategic deterrence, space operations, joint electronic
warfare, missile defense, ISR, and as outlined in the Unified
Command Plan (UCP). Oversees long-range planning and provides
direction to programs for the formulation of capabilities needs of
strategic and advanced space weapons; development, coordination and
articulation of USSPACECOM requirements and options for current and
future offensive and defensive strategic military forces. Ensures a
consistent focus on modernization efforts to achieve organizational
goals and leverage initiatives from outside activities. Primary
advisor to the Commander on developing current and future
information requirements and options to manage strategic space
assets, to include the acquisition of new information technology
capabilities supporting network centric warfare, and performs
liaison duties serving as the command OPR for all C4 architectures
for national and worldwide CDRUSSPACECOM Command and Control

Special Sensitive and the selectee must have or be able to obtain a
Top Secret (SCI) security clearanceDrug testing designated
position. The incumbent is subject to random testing for drug use
IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the
incumbent sign a Drug Testing letter and pass urinalysis testing
prior to appointment.Position requires travel under conditions
specified in the DoD Joint Travel Regulations. Incumbent is
expected to travel on short notice to attend high-level
meetings.Position may require incumbent to be available for other
than normal duty hours to include weekends to support exercises and
crisis planning.An initial SES career appointment becomes final
only after the individual successfully completes a 2-year
probationary period.Attendance to the Air Force's Senior Leader
Orientation Course (SLOC) is generally required within 12 months of
appointment, subject to course availability.Position may be subject
to the post-government employment restrictions of Sections 207(a)
and (f) of Title 18, United States Code.Applicants in receipt of an
annuity based on civilian employment in the Federal Service are
subject to the DoD Policy on The Employment of Annuitants.Within
the Department of Defense (DoD), the appointment of retired
military members within 180 days immediately following retirement
date to a civilian position is subject to the provisions of 5

Position IAW AFI 36-507. Duties of the position are essential to

Incumbents must be removed from their military recall status if
alternatives for filling the position during an emergency are not
availableEmergency-Essential Position. In a crisis situation, the
incumbent, or designated alt, must continue to perform the E-E
duties until relieved by proper authority. Incumbent, or designated
alt , may be req. to take part in readiness exercises.cont.
Position cannot be vacated during a nat'l emergency/mobilization
w/o seriously impairing the capability of the org to function
effectively.This meets criteria of E-E and req incumbent/or
designated alt, be removed from military recall status.
Qualifications Eligibility will be based upon a clear showing the
applicant has training, education and experience of the scope and
quality sufficient to effectively carry-out the duties of the
position. Candidates must exemplify the corporate perspective,
leadership vision, broad experience and character needed in the SES
corps not only to satisfy the immediate vacancy, but future
vacancies which will occur in a variety of organizations, functions
and locations.A. MANDATORY TECHNICAL QUALIFICATIONS (TQs) (NTE 2

demonstrated through leadership and management in the following:(1)
In-depth knowledge of DoD Chief Information Officer (CIO) and Chief
Data Officer (CDO) functions, roles, and responsibilities and how
they can be best integrated and utilized in support of U.S. Space
Command operational missions.(2) Demonstrated mastery of DoD
Information Network (DODIN) Operations, Defensive Cyber Operations
(DCO), DOD Command, Control, Communications, Computer (C4) systems,
and business information technology systems and their interactions
and dependencies with each other and other systems to support the
operational missions of U.S. Space Command.B. MANDATORY EXECUTIVE
CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills
needed to succeed in the Senior Executive Service (SES); they also
reinforce the concept of an "SES corporate culture." Submit a
supplemental statement of the Executive Core Qualifications (ECQs
listed below) in the challenge/context/action/result (C-C-A-R)
model format as provided by the Office of Personnel Management
(OPM) Guide to SES Qualifications. Applicants should focus on
recent experience, education, and training, as some Recruitment
Panel, Executive Resources Board, and or OPM Quality Review Board

Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended
qualified moving expense deductions along with the exclusion for

01-Jan-2018 for tax years 2018 through 2025. The law made taxable
certain reimbursements and other payments, including driving
mileage, airfare and lodging expenses, en-route travel to the new
duty station, and temporary storage of those items. The Federal

Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to

requirements. Failure to meet any one of the Mandatory, Technical
or Executive Core Qualifications standards will eliminate a

for this position by a screening panel composed of a diverse mix of
senior executives and/or general officers selected for
organizational and/or functional backgrounds relevant to this
position. The panel discusses each application and reaches
consensus as to the Best Qualified, Qualified or Not Qualified
candidates. Only the Best Qualified candidates will be interviewed.
The panel will then make a recommendation of those Best Qualified
candidates who should be referred to the selecting official, in
priority order. Final selection is contingent upon the Air Force
Executive Resources Board, the Under Secretary of the Air Force and
OPM Qualifications Review Board (QRB) Certification.PLEASE NOTE:
This position may also be filled under an Initial SES Appointment
Authority (pending Congressional approval). This authority will
permit a qualified individual to be given an initial appointment
into the Senior Executive Service (SES) within the Department of
Defense (DoD) without being subject to the certification of
Executive Core Qualifications (ECQ) by the Office of Personnel
Management (OPM), Qualification Review Board (QRB). A career SES
appointment made under this authority does not guarantee that you
will be eligible to transfer to another career SES appointment
outside of the DoD without the need for you to compete. Other
Federal agencies may require you to submit ECQs to OPM's QRB prior
