Title: Program Manager - Data Analytics, Advanced Space Domain Awareness (SDA) Capabilities, and Data Portfolio (S3)Job Location: Schriever AFB, Colorado Springs, COThe Space Domain Awareness (SDA) Division of the US Space Force Space and Missile Systems Center's Special Programs Directorate (USSF SMC/SPG) executes system acquisition and sustainment program management, sustaining engineering, maintenance and supply support, and modification execution for ground-based Space Situational Awareness (SSA) sensors and command and control (C2) systems.Job Responsibilities:The Data Analytics, Advanced SDA Capabilities, and Data Portfolio Program Manager provides technical and programmatic support to the Portfolio supporting National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the Distributed Space Command and Control-Dahlgren (DSC2-D), and other BMC2 Systems acquired and sustained by the SDA Division.Duties include, but are not limited to:

• Lead, manage, and supervise a dedicated team in support of the Government's efforts to evolve the current Data Analytics, Advanced SDA Capabilities, & Data Portfolio capabilities to meet evolving mission needs
• Support all functional and programmatic aspects of the Government's ongoing work to evolve the program's capabilities to meet evolving mission requirements
• Support the Government Program Office (GPO) to develop and maintain strong stakeholder relationships with SDA stakeholders, including the Space Security Defense Program (SSDP), CSpOC, NSDC, DSC2-D, USAF, USSF, DoD Service Organizations, National Partners, International Partners, COCOMs, and intelligence organizations
• Support the GPO to develop and advocate long-term plans for the program
• Develop and maintain strong relationships with Government Contract, Legal, and Program teams; interact frequently with senior leadership; work as a team to execute the long term plans for the portfolio of projects
• Develop Program Operating Memorandum (POM) inputs; draft responses to requests for information; develop inputs for logistics funding brochures, and support the financial planning and execution of funds for the program
• Support the Government's planning, acquisition, modification, and execution of multiple contracts to develop, field, sustain, and operate Data Analytics, Advanced SDA Capabilities, & Data Portfolio systems
• Assist the GPO to develop long term roadmaps; prepare and coordinate acquisition strategies; draft requirements, develop statements of work, identification of risks, manage contract deliverables, and assist in the build and release of requests for proposals (RFPs)
• Assist the GPO to review and evaluate proposals, prepare and coordinate contract documentation; award, and monitor the execution of contracts supporting program acquisition, modernization, sustainment, and operations
• Support the GPO to develop and maintain strong stakeholder relationships with SDA stakeholders
• Travel to CONUS and OCONUS locations upon government direction
• Other duties as required/requested by the Government within the constraints of the S3 contractMinimum Qualifications:
  • MS in Systems Engineering, Astronautical Engineering, Engineering Management, Computer Science, Mathematics, Software, or a related discipline with 10 years of relevant experience OR BS with 15 or more years of relevant experience with 5 years in a Systems Engineering or Test Engineering role supporting similar Department of Defense or Intelligence Community Space BMC2 systems
  • Foundational knowledge in IP networks, switches, firewalls, and routers
  • Knowledge of operational DoD and Intelligence Community (IC) data formats, standards, policies, and procedures
  • Knowledge of cross-domain solution technical implementation
  • Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
  • Active TS/SCI clearance, agreeable to polygraph
  • Able to travel as required (up to 25%)Preferred Qualifications:
    • MS in Systems Engineering, Astronautical Engineering, Engineering Management, Computer Science, Mathematics, Software, or a related discipline with 15 years of experience in a Lead Engineering role supporting Department of Defense and Intelligence Community Space systems
    • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
    • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 processes and requirements
    • DAU, DAWIA, or equivalent Acquisition Program Management Level II or III training and Certification
    • Knowledge of and experience with Agile Systems implementation is preferred
    • Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods
